การปรับปรุงครั้งนี้ เป็นการปรับปรุงเกี่ยวกับวิธีระงับข้อพิพาทแรงงาน การห้ามปิดงานหรือการนัดหยุดงาน หลักเกณฑ์การจัดตั้งและการดำเนินงานของสหภาพแรงงานรัฐวิสาหกิจและสหพันธ์แรงงานรัฐวิสาหกิจ รวมถึงปรับปรุงอัตราโทษให้เหมาะสมยิ่งขึ้น โดยมีเนื้อหาดังนี้
